Essential Background Facts You Must Know

1. Only the U.S. State Department Issues Valid Passports

The only passport that is valid comes from the U.S. State Department. No Moorish Treaty documents, “Common Law ID” documents, or World Service Authority passports are accepted by U.S. Customs or Homeland Security when entering the United States.

What other countries may accept is irrelevant if U.S. Homeland Security does not recognize the document at a port of entry. If you cannot re-enter the U.S., the document has little practical value.

Alternative documents may still be useful for limited domestic purposes such as notarization, identity verification, or opening a postal box.

2. State National vs. U.S. Citizen Passport

A State National but not a U.S. Citizen passport has the same appearance as a standard U.S. passport. On the inside cover it states:

“To allow the following National/Citizen respect, protection, and aid.”

National/Citizen means National or Citizen. The passport booklet itself does not distinguish which status applies.

Claims of a “5 Star Passport” or “Red Book Passport” are false. No such documents exist. The only difference, if any, occurs internally within government databases.

3. No Visible Difference in Passport Appearance

There is no benefit to applying as a National for appearance alone. The passport remains blue, with identical markings and design.

4. Existing Passports Remain Valid

If you already possess a U.S. passport issued by the State Department, keep it. There is no need to reapply.

Once your SPC Process and UCC-1 filing are accepted, those declarations supersede prior administrative records.

5. Social Security Number Misconceptions

Some websites claim a passport application will be rejected without a Social Security Number. This is incorrect.

Submitting an SSN typically results in the application being processed under a “citizen” designation. Applications without an SSN have been approved, though outcomes vary.

6. SPC Member Experiences

We have observed multiple cases of SPC DONE W U members receiving passports without an SSN listed.

Each application is reviewed individually and results may differ.

7. Risk of Rejection and Re-Application

A rejected application may increase scrutiny on future attempts. Careful preparation and due diligence are strongly advised before applying.

8. No Refunds for Incomplete Applications

If an application is incomplete, fees submitted to the U.S. State Department are not refunded.

9. Interacting With Passport Agents

Agents may suggest altering answers. Applicants may politely decline and request submission as completed. Many have still received passports under these conditions.

10. Applying Consistent With State National Allegiance
